Failed to restore using idevicebackup2

I execute idevicebackup2 with the command line "idevicebackup2 backup E:\backup" and is successful.
And i restore from backup files after i delete a photo in device's camera, it execute successfully.
However, after i reboot the device, i found that the photo i delete just exists in device's camera also.
In other words, the idevicebackup2 works correctly in backup and works abnormally in restore.
My iphone is non-jailbreak, is it the reason?

Is there any body can help me?

    Sorry, I must mislead you.
    "i found that the photo i delete just exists in device's camera also." this words change to "i found that the photo i delete just does not exist in device's camera also." That means, the idevicebackup2 didn't restore the photo from backup files.
