make swig optional at configure-time

Something along the "configure --without-swig" lines. Currently,
the build/install fails in swig subdirectory.
I think the python bindings should be optional. Unfortunately, I
have very little experience in autotools, so I don't have a
patch.

Here you go, the attached patch is what you need. I updated the autofoo stuff so you can pass --without-swig to disable building the python bindings in the swig/ directory. In addition I have put a small configuration overview to the end of the configure script to let the user know which options have been configured.
