Implement solid Python bindings for full C API coverage

As noted on the Mailing List a few times, the Python API is
currently broken and rather a quick PoC.
We need full C API coverage and a more intelligent system which is
able to generate a binding with less effort and closer
coverage.
The C API is already designed in a way for bindings of OOP
languages to take advantage of the namespacing using a class
hierarchy.
An optional bonus would be if this "generator" could also create
bindings for other languages (Mono/C++) on the fly.

We now merged new Python bindings based on Cython that cover most of the API in an object oriented way.
